The purpose of our foundation is for people to experience God’s love through each one of our programs. Our services are designed to support the work of the local church. As we serve, we desire to see each person draw closer to God and closer to each other.
100% of all donations go directly into the programs; other expenses are paid for by members of our board. All donations are tax deductible because we are certified by the IRS as a 501(c)(3) charity.

His Heart Foundation is confident that as we draw closer to God we will draw closer to one another. That is why we are passionate about our work in mental health, mentoring, and restoration. We are committed to breaking the stigma of mental illness by serving local churches and individuals; so that they will know that there is hope and healing for their minds, bodies, souls, and relationships. In addition, we know that is crucial to serve our children by investing in mentoring relationships, empowering them to develop both character and academic achievement. The oasis retreat center serves our whole foundation as a place of teaching and restoration for those in need.

KEN ANDREWS, CPADIRECTOR OF ADMINISTRATION
Since graduating from Oregon State University (Corvallis, OR) with BS and MBA degrees in Accounting, Ken went on to work in a variety of industries including public accounting, telecommunications, healthcare, and government. After studies in the School of World Mission at Fuller Seminary (Pasadena, CA), he served as a short-term and lay missionary in Tokyo, Japan over a five-year span. Ken is now excited to love and serve the Lord with his experience and talents at His Heart Foundation.
Formerly the Director of Customer Relations & Marketing for HOSTS Corp. (Help One Student to Succeed), Mr. Baugh has been a speaker at educational conferences throughout the United States. He has worked for several Fortune 100 Corporations, and as a marketing consultant for S.C. Johnson. With a passion for seeing children succeed, he served for 10 years on the Advisory Board of the Foster Grandparent Program of Vancouver, WA. His experience as a consultant, specializing in the areas of organizational and staff development, change management, and program evaluation will bring MentorSuccess™ to the next level of excellence.
JULIA BLANCHETTEMANAGER OF MENTORSUCCESS™
Julia graduated from Washington State University in 2014 with her Bachelor’s Degree in Human Development. She continued her education with Youth with a Mission, completing a discipleship training school in London and subsequent outreach in Northern England and Italy. Julia has a passion for helping children succeed both academically and emotionally. Her two years of experience working with children and staff members in the classroom setting will help her to support and serve students as she manages the MentorSuccess™ program.
REV. ANGELA HOWARDDIRECTOR OF MENTAL HEALTH & COMMUNICATIONS
Angela is an ordained minister and writer whose international speaking experience covers women’s conferences, leadership seminars, church events as well as live online training. Since 2004, Angela has been on the Northwest Women’s Ministry Team serving through annual conferences and leadership training. She’s a published author and writes for her own blog at No Ordinary Days and has been featured in many online publications.

Andrew Lam was born and raised in the heart of Chicago by Chinese immigrants. Growing up, Andrew and his family were blessed by local non-profits and their church. Soon, he began volunteering and working for these same organizations so that he could help be a part of the good he once received. He, along with his family, moved to Vancouver, Washington in 2015 and is honored to be working for His Heart Foundation.
MARY SCHILLINGDIRECTOR OF DEVELOPMENT
After graduating from Whitworth University with a degree in biology, Mary went on to gain skills in a wide variety of work environments in numerous cities in the Pacific Northwest. When it came time for her family to settle down on her husband’s family ranch she had the opportunity to work for the local school district as their grant writer and program director. She served youth and families through educational after school and summer programs for 13 years. In addition, Mary has a passion for teaching God’s word for her church’s women’s Bible study.

Dany takes the call to “make disciples” as a very serious mandate. He does so knowing this: we all serve by the grace and mercy of God. As the President of His Heart Foundation, his passion is to share the gospel by any means the Lord makes available. His current focus is casting vision, providing organizational support, and leadership for the directors and staff at HHF. Personally, he has served for over thirteen years in a restricted access country.
DR. JERRY WILLBURDIRECTOR OF MENTORSUCCESS™
Jerry is best known for his award-winning research in the field of mentoring. He uses mentoring to change cultures by developing stronger leaders to help them create more effective places to work. As Dr. Willbur used mentoring to change workplace cultures, he has also used it to dramatically change the lives of students. You will see stronger students, teachers, and leaders whose futures are radically changed, one life at a time.

DR. ABE POONBOARD MEMBER
Reverend Poon founded the San Jose Chinese Christian & Mission Alliance church in San Jose, California where he served for 40 years. This church became the largest Chinese church in North America. Seeing a need for intentional discipleship, Poon founded the Pastoral Care School for the purpose of Christian growth and development. He has also written books related to the work of the Holy Spirit in our lives. Since 2006, Abe began serving the handicapped and fatherless in China through the Living Stones Village as founder and Chairman of the Board.
REV. WAYNE SOMMERSBOARD MEMBER
After graduating from Northwest University in 1973, Pastor Wayne has served as a minister of the gospel in both California and Washington. His heart for ministry was inspired by 1 Thessalonians 2:8 which states: Because we loved you so much, we were delighted to share with you not only the gospel of God but our lives as well. Serving the last 23 years in Clark County, he has focused on making his churches and ministries places of oasis and refuge for the hurting. He and his wife, Jenny, have been married since 1972 and have 3 children and 9 grandchildren.
DEBBIE TSEBOARD MEMBER
As a registered dental hygienist, Mrs. Tse values preventive dentistry. As a mother and grandmother, she knows first-hand the value of service and has volunteered in many capacities, including as a director on the board of the Agape Health Foundation. Since 2004, Debbie has served alongside her husband, Dr. Tse, in their work inside China.

As a dentist, Dany believes in the power of early prevention. He has grown his dental practices into a national group. With a passion for serving, Dr. Tse has had a wide range of experience involving various evangelical organizations. While volunteering as the Executive Director of the mobile health care program for Medical Teams International, Dany saw the great need for quality health care. He and his wife have been privileged to serve inside China since 2004.

Jerry Willbur’s extensive experience in the corporate world includes: being a senior executive for over twenty years at two Fortune 500 companies, S.C. Johnson, and The ServiceMaster Company. He has also conducted several successful start-ups with healthcare, educational software, and consulting companies. He’s a published author, best known for his award-winning research in the field of mentoring, and is currently on the advisory board for the University of New Mexico’s Mentoring Institute. His current goal is to use mentoring to help children be successful in school and life.
